<p class="dcr-1eu361v">Passengers will be allowed to use expired identity documents to travel to the UK because of flaws in the eVisa system, a minister has told the Guardian.</p>
<p class="dcr-1eu361v">Seema Malhotra, the migration and citizenship minister, said the government had postponed a planned full shift to the new digital immigration system amid “real fear” of another Windrush-style scandal among minority communities.</p>

<p class="dcr-1eu361v">It follows complaints from eVisa applicants who have failed to gain access to the new digital immigration system so they can demonstrate they have a right to return to their homes in the UK.</p>
<p class="dcr-1eu361v">Most physical documentation proving the right to remain in the UK, such as biometric residence permits, will no longer be valid as proof of residency from 31 December.</p>
<p class="dcr-1eu361v">It is understood that hundreds of UK residents have struggled to access the system from abroad and so cannot return to their homes, Home Officeinsiders said. Migrant workers have complained that without an eVisa, they could not access employment or housing.</p>

<p class="dcr-1eu361v">Malhotra said: “I have heard a range of concerns, including that the move to eVisas might negatively impact the vulnerable and elderly, leaving them unable to demonstrate their rights. I know that international travel is also a particular point of concern ahead of the festive period.</p>
<p class="dcr-1eu361v">“I have therefore brought in changes to reflect these concerns … this includes working with airlines to allow biometric residence permits or EU settlement scheme (EUSS) biometric residence cards that expire on or after 31 December to be accepted as valid evidence of permission to travel until 31 March 2025.”</p>
<p class="dcr-1eu361v">Malhotra, who represents the multicultural seat of Feltham and Heston, said there were concerns that without access to eVisas, migrant communities could be locked out of their rights.</p>
<p class="dcr-1eu361v">The new Labour government committed to righting the wrongs of Windrush.</p>
<p class="dcr-1eu361v">Malhotra said: “For migrant communities, there is the real fear of something going wrong with Home Office systems and the ongoing impact when it does on every aspect of your life. That’s why we’ve been so focused on listening.”</p>
<p class="dcr-1eu361v">The Home Office is setting up a 24-hour helpline for airlines attempting to identify documents over the new year. It is understood that hundreds of UK residents have struggled to access the eVisa system, Home Office insiders said.</p>
<p class="dcr-1eu361v">The Home Office has been issuing eVisas for several years – including the EU settlement scheme (EUSS) after Brexit, skilled work visas, and for Hongkongers applying for the British national (overseas) visa.</p>
<p class="dcr-1eu361v">Paper documents were supposed to be completely phased out and replaced from 1 January. The Home Office ceased to issue physical biometric residence permits on 31 October 2024. Employees holding physical permits were required to register for an eVisa before the end of the year.</p>
<p class="dcr-1eu361v">The last government in April announced the plan for a full rollout of eVisas starting on New Year’s Day. Tom Pursglove, the then Tory minister for legal migration, said it would “ensure firm control over who comes here to live, work or study, strengthening border security and preventing abuse of the immigration system”.</p>
<p class="dcr-1eu361v">Malhotra said problems in the system were exacerbated by the plan to launch the rollout on New Year’s Day, when so many people would be travelling and there is an international public holiday.</p>
<p class="dcr-1eu361v">“I still find it staggering that the Tories chose 1 January to roll out the biggest change to immigration documents for a generation on an international public holiday – risking a cliff-edge, when hardly anyone is working,” she said.</p>
<p class="dcr-1eu361v">Andreea Dumitrache, the chief executive of the3million, the largest grassroots group representing EU citizens in the UK, welcomed the development but warned that there could still be travel chaos over the new year.</p>
<p class="dcr-1eu361v">“The Home Office has a mammoth task ahead. To avoid travel chaos, they need to deliver an exceptionally well-organised and resourced communication campaign to get airlines to accept expired documents, worldwide,” she said.</p>
<p class="dcr-1eu361v">“It cannot be left to people to convince carriers to let them travel. It’s clear the current system is not fit for purpose.”</p>

<p>The visa waiver agreement may be suspended under the present visa suspension process if the following conditions are met by the nation:</p>
<ul>
<li>Significantly more people (over 50%) are arriving from visa-free countries than ever before, including those who are found to be staying in irregular ways and those who are denied entry at the border; Significantly more people (over 50%) are applying for asylum from nations with low recognition rates (roughly 3-4%); Readmission cooperation is waning; and There is a greater risk to the security of Member States.
<p>In October, the Commission proposed to expand the list of &#8220;transgressions&#8221; that qualify for suspensions of the visa waiver to include three further conditions:</li>
</ul>
<ul>
<li>lack of compliance between a third country that grants visas and the EU&#8217;s visa policy in situations where this could result in a rise in immigration to the EU, such as when a country is geographically close to the EU; the operation of an investor citizenship scheme, which grants citizenship to a person without any real connection to the third country in question in exchange for prearranged payments or investments; hybrid threats and shortcomings in document security laws or procedures</li>
</ul>
<p>The European Council said this week in a news release that the Committee of Permanent Representatives, which consists of the ambassadors of the EU member states, has reached a consensus on the issue and added the addition of CBI program operations as a crime that may result in the suspension of a visa.</p>
<p>&#8220;Once enacted, this new rule would strengthen the EU&#8217;s arsenal to combat instances where visa-free travel is being exploited or goes against the interests of the EU,&#8221; the statement read.</p>

<p><strong>What takes place after that?</strong></p>
<p>The European Council may now start talks with the European Parliament on upgrading the visa suspension mechanism since everyone is in agreement on this point. The final wording will be officially approved by the Council and the Parliament before being signed into law and published in the EU Official Journal. After that, it becomes the EU&#8217;s law, superseding any local laws in each of the member states.</p>

<p><strong>Which nations would be impacted?</strong></p>
<p>In essence, all non-EU/non-Schengen nations that are presently exempt from the need for a visa to enter the zone are the same as those who will soon have to comply with the new ETIAS regulations, which includes all five Caribbean CBI nations.</p>

<p>This amendment takes immediate effect. Consequently, citizens of these five countries who intend to travel to the UK for ordinary visits, with a maximum duration of six months, now need to apply for a UK Standard Visitor Visa before their departure. Additionally, they will require a transit visa to transit via the UK airports.</p>
<p>According to the UK Home Secretary, Suella Braverman, the decision also includes a transitional grace period of four weeks for travelers from these countries who have already made travel bookings before 3:00 PM GMT on July 19, 2023. This grace period extends until 3:00 PM GMT on August 16, 2023, allowing these travelers to enter the UK without a visa as long as their arrival date is within the specified period.</p>
<p>The UK Home Secretary attributed the government’s decision to introduce visa requirement for Dominica and Vanuatu to concerns over their citizenship by investment programs. Regarding Honduras and Namibia, the decision was driven by the significant and sustained increase in asylum applications submitted by citizens of both countries in the UK. For instance, the number of asylum applications from citizens of Honduras reached 789 in 2022, and during the first quarter of 2023, it reached 275, compared to only nine applications in 2017. Citizens of Honduras and Namibia account for the highest proportion of asylum applications from visa-exempt visitors to the UK.</p>
<p>The UK Home Secretary clarified that her country’s decision to impose these visa requirements is solely based on immigration and border security reasons, and it “is not a sign of poor relations with these countries”.</p>

<p>The measure, which will apply to all international students except those undertaking postgraduate research courses such as PhDs, comes as the government is braced for a sharp rise in the number of migrants.</p>
<p>The Centre for Policy Studies think-tank has suggested the latest official data, due to be published on Thursday, will show an increase to more than 700,000, from just over 500,000 in the year to June 2022. </p>
<p>Home secretary Suella Braverman, who announced the ban on Tuesday along with several related measures in a written statement, argued that the package struck “the right balance between acting decisively on tackling net migration and protecting the economic benefits that students can bring to the UK”.</p>
<p>The measures include a crackdown on “unscrupulous education agents”, a review of maintenance requirements for students and their dependants, and removing the ability to “switch out of the student route into work routes” before studies have been completed.</p>
<p>Braverman said there has been an eightfold increase in the number of visas granted to dependants of international students, rising from 16,000 to 136,000.</p>
<p>“Those affected by this package will predominantly be dependants of students who make a more limited contribution to the economy than students,” she added.</p>
<p>The move, co-ordinated by the Home Office, Department for Education and Treasury, comes after Prime Minister Rishi Sunak faced scathing criticism from within his own party over the government’s handling of migration.</p>
<p>Earlier this month, Braverman — in a 4,000 word speech regarded by many within Westminster as a jab at the prime minister — reiterated the need to prevent Channel crossings by irregular migrants as well as reduce “legal” migration.</p>
<p>According to the latest polls, Labour has a double-digit lead ahead of the Conservatives. Some Tory MPs believe that getting to grips with migration in particular will be crucial to securing a fifth general election win for the party.</p>
<p>Even as successive Conservative administrations have sought to reduce overall migration, ministers have in recent years sought to increase the number of international students. Last year they met their target of having 600,000 in the UK nearly a decade early.</p>
<p>At the same time universities have sought to diversify recruitment away from China, targeting markets like India and Nigeria where prospective students are more likely to be older, and to have families.</p>
<p>Sector leaders on Tuesday voiced alarm at the dependants ban and urged the government to work with them to implement the proposals in a sustainable way.</p>
<p>MillionPlus, an organisation representing newer universities which in many cases have increased international recruitment, said the benefits of these students and families’ presence outweighed the costs. It cited research by consultancy London Economics showing there would need to be a 48-fold increase in family members for them to be a net drain on UK resources.</p>
<p>Chief executive Rachel Hewitt said she hoped the announcement would not become “the thin end of a wedge” on restrictions on international students in the UK.</p>
<p>Universities UK International, a sector body, said the government should work with higher education leaders to support groups that would be disproportionately affected, such as women or those from certain countries. </p>
<p>“Ultimately, our collective aim must be to ensure that international students who choose the UK can be confident that they are welcome here,” director Jamie Arrowsmith said. “International students make an invaluable contribution to our universities and to the UK’s economy.”</p>
<p>Research by Universities UK published last week showed international students generated £41.9bn for the UK economy annually.</p>

<p>Unveiled today, the 50 pence coin and commemorative £5 coin are the first currency to be minted with an effigy of King Charles III, following the death of Queen Elizabeth II earlier this month.</p>
<p>King Charles III&#8217;s image differs in two major ways from the Queen&#8217;s. He is depicted facing to the left, as it is traditional for the British monarch to look in the opposite direction to their predecessor.</p>
<p>Unlike the Queen, he is not depicted wearing a crown. This aligns with many previous monarchs, including his grandfather King George VI and great grandfather King George V.</p>
<p>The image of the King was created from a sculpture made by Jennings, which replicates a photograph of the monarch. It will be produced on the majority of British coins that will be introduced to replace those featuring the Queen.</p>
<p>&#8220;It is a privilege to sculpt the first official effigy of His Majesty and to receive his personal approval for the design,&#8221; said Jennings.</p>
<p>&#8220;The portrait was sculpted from a photograph of The King, and was inspired by the iconic effigies that have graced Britain&#8217;s coins over the centuries,&#8221; he continued.</p>
<p>&#8220;It is the smallest work I have created, but it is humbling to know it will be seen and held by people around the world for centuries to come.&#8221;</p>
<p>The 50 pence will enter circulation, while the £5 coin is a commemorative piece. More coins featuring King Charles III will be introduced by the Royal Mint over the coming months, but the 27 billion coins featuring the Queen that are currently in circulation will remain legal currency.</p>
<p>As coins generally stay in circulation for 20 years, people in the UK should expect to be using coins featuring both monarchs for many years.</p>
<p>&#8220;As we move from the Elizabethan to the Carolean era it represents the biggest change to Britain&#8217;s coinage in decades, and the first time that many people will have seen a different effigy,&#8221; said director of The Royal Mint Museum Kevin Clancy.</p>
<p>&#8220;Over the coming years, it will become common for people to find coins bearing His Majesty and Queen Elizabeth II’s effigy in their change, engaging new generations in the story of Britain&#8217;s Royal Family.&#8221;</p>
<p>Earlier this week King Charles III revealed his Royal monogram that will appear on the country&#8217;s official buildings, postboxes and passports. A proposal for a public memorial garden to Queen Elizabeth II at Buckingham Palace has also recently been revealed.</p>

										<content:encoded><![CDATA[<p>UK Prime Minister Liz Truss dropped a plan to cut taxes for the highest earners just 10 days after announcing it, in a bid to fend off a mounting rebellion from Members of Parliament in her own Conservative Party. Chancellor of the Exchequer Kwasi Kwarteng announced the decision in a tweet early Monday, saying “we get it, and we have listened.&#8221; In a statement posted with his tweet, he said the decision to scrap the 45% rate of income tax had become a “distraction.&#8221;</p>
<p>The announcement also marked the first major policy U-turn under British Prime Minister Liz Truss, who took office less than one month ago. The announcement also came after former cabinet ministers Grant Shapps and Michael Gove voiced opposition over unfunded tax cuts unveiled by Kwarteng in his controversial mini-budget on September 23.</p>
<p>In making the U-turn, Truss and Kwarteng will be hoping to draw a line under days of market turmoil that followed Kwarteng’s Sept. 23 fiscal package. Even so, it’s a major reversal for a government that’s been in office for just a month, especially after the premier and chancellor had spent days defending the measures. Truss said on Sunday that she was committed to the package of measures.</p>
<p>British Prime Minister Liz Truss said on Monday that the government&#8217;s focus was on &#8220;building a high growth economy&#8221;, after her finance minister reversed plans to cut the highest rate of income tax.</p>
<p>&#8220;We get it and we have listened,&#8221; Truss said on Twitter, retweeting finance minister Kwasi Kwarteng&#8217;s statement on the same.</p>
<p>&#8220;Our focus now is on building a high growth economy that funds world-class public services, boosts wages, and creates opportunities across the country.&#8221;</p>
<h2>Sterling rebounds</h2>
<p>The pound erased losses to trade 0.8% higher against the dollar. UK&#8217;s tax cut plans unleashed financial chaos last week, which saw sterling hit an all-time low of $1.0327 and sent gilts spiralling, prompting the Bank of England to step in. As recently as Sunday Prime Minister Liz Truss reiterated that the government was sticking with its policies.</p>
<p>Kwarteng had proposed to remove the 45-percent rate applied to Britons earning more than £150,000 ($167,400) per year. The so-called mini budget had sent the pound plunging to a record dollar low and sent bond yields spiking on fears of a borrowing splurge.</p>

<p class="dcr-1vtk2mf">Liz Truss is expected to loosen immigration rules in an attempt to stimulate economic growth amid warnings of a recession.</p>
<p class="dcr-1vtk2mf">The prime minister is set to expand the government’s shortage occupation list in order to help businesses fill vacancies by recruiting overseas workers with less bureaucracy.</p>
<p class="dcr-1vtk2mf">Truss has faced industry demands for more migrant workers to be given visas to come to the UK with labour shortages one of the main concerns voiced by employers across a range of sectors.</p>
<p class="dcr-1vtk2mf">Businesses, particularly in the hospitality sector, have been frustrated that the visa system for skilled work has not been responsive enough to alleviate the shortages they have experienced.</p>
<p class="dcr-1vtk2mf">Downing Street did not deny that the prime minister is planning to liberalise routes to allow foreign workers to move to the UK, the PA news agency reported.</p>
<p class="dcr-1vtk2mf">The cap is expected to be lifted and the six-month time limit extended, according to the Sun.</p>
<p class="dcr-1vtk2mf">A No 10 source told the newspaper: “We need to put measures in place so that we have the right skills that the economy, including the rural economy, needs to stimulate growth.</p>
<p class="dcr-1vtk2mf">“That will involve increasing numbers in some areas and decreasing in others. As the prime minister has made clear, we also want to see people who are economically inactive get back into work.”</p>
<p class="dcr-1vtk2mf">During her campaign for the Conservative leadership, Truss promised to tackle the labour shortages in farming, partly caused by post-Brexit freedom of movement restrictions and accentuated by the pandemic, with a short-term expansion to the seasonal workers scheme.</p>
<p class="dcr-1vtk2mf">A recent government report warned that such shortages were badly affecting the food and farming sector, often forcing farmers to cull healthy pigs and leave fruit rotting in the fields.</p>
<p class="dcr-1vtk2mf">The government is expected to set out its plan for migration reform later this year.</p>
